Step 1:

Let’s start out by creating a new document which is print ready. I used a 11.25 inches x 6.736 inches canvas set at 72dpi with CMYK color Mode, and I filled my background with a black color.

Step 2:

Just to be organize create a new layer set(Layer > New > Layer Set) and name it ‘Circle’. Now make a new layer and draw a #ED0000 color shade circle with size 115 x 115 px.

Step 3:

In a new layer draw a black circle with 97 x 97 px dimensions. Then under Layer Style(Layer > Layer Style) add a Gradient Overlay and Stroke blending options and set the layers blending mode to Lighten.

Step 4:

Highlight your ‘Circle’ layer set on the layers palette and go to Layer > Merge Layer Set. Your layer set should turn into a regular layer, under Layer Style(Layer > Layer Style) add an Inner Glow blending option.

Step 5:

Make a new layer set and name it ‘Heart Circle’, on your layers palette place the layer from step four into the ‘Heart Circle’ layer set. Now choose your Custom Shape Tool and set the shape to the heart design. In a new layer make a black circle with 81 x 71 px dimensions.

Step 9:

Duplicate your Circle design from step five then under Layer Style(Layer > Layer Style) add a Pattern Overlay blending option.
