Best way redirect users and search engines to my new site?

I am moving my site from its current domain name to a new domain name. I need to know what is the best way for me to do this to not incur any search engine penalty or lose any already established urls. I have seen a few things about a 301 redirect but I'm not sure if this is the best way to go or not.
